Draw one Political Card and one Action Card.  Then select either (a) or (b).  You may not choose (a) if you are the Speaker.

(a) Claim the Speaker token.  Select three proposed agendas (other than your own) on which to be voted, including Voice of the Council.  Votes are split across all agendas.
